André heads the tax services function at KPMG Malta. Over the last 23 years André’s involvement in advising on tax matters has been varied. He has advised leading local businesses on taxation issues including in relation to mergers, de-mergers, reconstructions and acquisitions. André Zarb has also advised a number of international clients, including multinationals and private equity firms, on international tax issues both as regards investments undertaken by such companies in Malta and also as regards investments made by such companies in other countries through corporate structures in Malta. André has advised both high net wealth individuals and entities operating in various industry sectors including manufacturing; banking, insurance, funds and other financial services; aircraft and other asset leasing; retail and wholesale; Information, Communications and Entertainment; and Travel, Leisure and Tourism.
André has also advised the Government of Malta on tax matters. He was part of the KPMG team which advised the Government of Malta on the major changes in tax legislation which were passed in 1994. He advised the Government of Malta in relation to the fiscal incentives for industry and also drafted the relevant legislation including providing such advice for EU Accession purposes which culminated in André drafting the relevant legislation and reports. From 2003 André also advised the Government of Malta on taxation issues and represented Malta at various high level EU meetings including the Tax Policy Group and the Code of Conduct for Business Taxation. André also drafted the legislative income tax amendments following the agreements reached with the EU.
Though André retains overall responsibility for the tax function and is also a member of the executive management team at KPMG Malta, he remains active in advising clients on international tax matters including a number of financial services companies including banks, insurance companies and funds and fund managers.
Andre has also lectured and was examiner of the advanced taxation paper of the Malta Institute of Accountants and the advanced taxation paper (Malta variant) of the Association of Certified Accountants.
